skills.entries is a map keyed by skill key, and each entry carries that skill's own settings. Setting enabled to false "disables the skill even when bundled or installed". apiKey covers a skill that declares a primary environment variable, env holds "Environment variables injected for the agent run", and config is an "Optional bag for custom per-skill configuration fields". allowBundled is separate: an optional allowlist for bundled skills only.
